Gaylon Baumgardner Elected President of International Bitumen Emulsion Federation

Gaylon Baumgardner, PhD, Executive Vice President of Ergon Asphalt & Emulsion, Inc., was elected president of the International Bitumen Emulsion Federation (IBEF) during their General Assembly on March 25, 2018, in Nice, France. Nominated by the Asphalt Emulsion Manufacturers Association, Baumgardner takes over the reigns from Siobhan McKelvey, Marketing Director, Nynas Bitumen, who was elected IBEF President in February 2015.

Baumgardner has more than 30 years of experience in the petroleum and petroleum related products industry. Under his direction, Paragon Technical Services, Inc. is responsible for research and development services for Ergon Asphalt and Emulsions, Inc. and Ergon Armor, Inc. with primary focus in paving and related products, which include asphalt, polymer modified asphalt, asphalt emulsions, and polymer modified asphalt emulsions as well as specialty coatings.
A former chair of AEMA’s International Technical Committee, Baumgardner currently serves as AEMA liaison to IBEF, as well as AEMA program chair for the quadrennial International Symposium on Asphalt Emulsion Technology (ISAET), a joint meeting of AEMA and IBEF.
Baumgardner is Vice Chair of the International Society for Asphalt Pavements, an active member of the Association of Asphalt Paving Technologists (AAPT), the Association of Modified Asphalt Producers (AMAP) (past president), and the Canadian Technical Asphalt Association (CTAA). He presently serves on various task groups for the American Society for Testing and Materials (ASTM) D04 and D08, has served as Chair of the Asphalt Institute Technical Advisory Committee (TAC). He currently serves as Chair of the Roofing Technical Advisory Committee (RTAC), Co-Chair of the Binder Expert Task Group, and as a friend of the National Center for Asphalt Technology (NCAT) Applications Steering Committee. He is a member of the Pacific Coast Conference on Asphalt Specifications (PCCAS), member and board member of the Southeastern Asphalt User/Producer Group (SEAUPG), also serves as an active member of the American Chemical Society (ACS) as well as other technical committees in the asphalt and petroleum products industries.
