AEMA Recognizes and Honors the 2024-2025 Leadership Education for Asphalt Preservation Class

GLEN ELLYN, IL, March 21, 2025 – At the 52^nd Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held March 4-7, 2025, in Rancho Mirage, CA, AEMA recognized and honored the 2024-2025 Leadership Education for Asphalt Preservation (LEAP) Class.

The LEAP Program is a 12-month immersive program aimed at developing members of the asphalt emulsion industry. It is intended for AEMA members looking to increase their knowledge of the asphalt emulsion industry. The LEAP Program aims to engage participants and develop future leaders for the industry by building confidence and understanding areas they may never get a chance to see.

The five individuals that were part of this LEAP Class included: Amy Morhart, Cenovus Energy; Zach Robinson, Heritage Research Group; Nolan Graham, Reed & Graham, Inc; Christine Hagele, Russell Standard; and Luis Torres Figueroa, Western Emulsions, Inc.

Kim Gessner, Asphalt Materials, Inc, was also recognized as the 2024-2025 LEAP Class Dean.

AzDOT’s SR2020 Polymer Modified Rejuvenating Fog Seal Program wins AE

GLEN ELLYN, IL, March 21, 2025 – At the 52^nd Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held March 4-7, 2025, in Rancho Mirage, CA, Arizona Department of Transportation, Ergon Asphalt & Emulsions, Inc., and Cactus Asphalt were awarded the 2025 AEMA Past President’s Award for Emulsion Excellence for their SR2020 Polymer Modified Rejuvenating Fog Seal Program.

This award is presented by AEMA in recognition of a specific project utilizing asphalt emulsions completed in the past calendar year and is awarded to the agency, contractor, and emulsion manufacturer of the winning entry.

With approximately 27,000 lane miles to maintain, ADOT faced the challenge of addressing aging infrastructure like the heavily trafficked SR 202 Red Mountain. To minimize downtime and reduce maintenance costs, ADOT implemented a polymer modified rejuvenating fog seal to combat oxidation and raveling, extending pavement life by 2-4 years.

The project covered 299 lane miles and utilized advanced techniques to ensure minimal disruption. By applying the fog seal during off-peak hours and employing a high-efficiency strategy with seven distributors and 14 transport trucks, the team completed the project in just one weekend — cutting the expected time in half. The close collaboration between ADOT, Ergon Asphalt & Emulsions, emulsion supplier, and Cactus Asphalt, contractor on this project, enabled this successful, swift operation.

This project is a prime example of how innovation and teamwork can enhance road preservation efforts while optimizing state budgets and reducing traffic disruptions.

Jeffery Reed Inducted into Asphalt Emulsion Manufacturers Association (AEMA) Hall of Fame

GLEN ELLYN, IL, March 21, 2025 – At the 52^nd Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held March 4-7, 2025, in Rancho Mirage, CA, Jeffery Reed, VSS International, Inc., was honored for his lengthy and considerable service to the asphalt emulsion industry and to AEMA and was inducted into the AEMA Hall of Fame.

AEMA’s Hall of Fame Award is given to a person who has made a substantial contribution over a long period of time to the development of AEMA or the advancement of the emulsion industry.

With over 50 years of dedication, Jeff has made significant contributions through his work at VSS International, VSS Emultech, and his countless innovations, including the development of the Macropaver and numerous patents in emulsion technology.

As a former AEMA and ISSA President and a driving force behind the growth of pavement preservation, Jeff’s impact extends across the globe and is the current vice chairman of the International Board Federation. He has built a legacy of excellence through his leadership, mentoring, and relentless passion for the emulsion industry. His work, dedication to innovation, and involvement in AEMA and other industry organizations have left an indelible mark on the entire field. He has served as chairman of the Association of Equipment Manufacturers, Board of Regents of Gonzaga University and Northeast California Golden Empire Council of Boy Scouts.

Jack Dougherty Honored with AEMA Recognition of Achievement Award

This award is presented to an individual, active or retired, who has made a significant contribution to emulsion technology or the advancement of the emulsion industry.

Dougherty’s remarkable 51-year career in the asphalt emulsion industry has left a lasting impact on both the industry and the people he mentored. Jack began his career in 1973 and worked in a variety of roles, including Production Supervisor, General Manager, and Technical Manager. His leadership at companies like Reed and Graham, Paramount Petroleum, Telfer Pavement Technologies, and VSS International has been instrumental in advancing emulsion technologies and fostering a culture of excellence.

His contributions extend beyond his professional work; he has been a dedicated member and volunteer for organizations such as AEMA, ISSA, and WRAPP, shaping the future of the industry. He has mentored countless individuals, guiding them on their own successful career paths. As Jack retires, AEMA celebrates his incredible legacy and the lasting influence he’s had on the asphalt emulsion world.

Yamhill County Public Works Baker Creek Scrub Project wins AEMA Past President’s Award

GLEN ELLYN, IL, March 18, 2024 – At the 51st Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held February 19-23, 2024, Yamhill County Public Works, Albina Asphalt, and Sierra Santa Fe Corporation were awarded the 2024 AEMA Past President’s Award for Emulsion Excellence for their Baker Creek Scrub Project.

Yamhill County Public Works completed the Baker Creek Scrub project during the summer of 2023 utilizing a double chip seal that saved the County about $125,000/mile over what they would have spent paving with a 2” grind and inlay.

The experienced contractor they chose, Sierra Santa Fe Corporation, has done many scrub seals for agencies in Oregon and Washington in the past with PMRE emulsion oil, and chose it as the right oil for this project. On the second lift, the agency and contractor agreed to use PMCRS-2H, an emulsion oil that has proven to have great rock retention and with its harder pen emulsion base handles the hotter summer weather that has become common in the Pacific Northwest. Because of the success of this project, Yamhill County is proposing scrub sealing with a double chip, an estimated 6.6 lane miles in 2024.

GLEN ELLYN, IL, March 18, 2024 – At the 51^st Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held February 19-23, 2024 in Palm Harbor, Florida, Bucky Brooks, retired from Asphalt Materials Inc., was honored for his lengthy and considerable service to the asphalt emulsion industry and to AEMA and was inducted into the AEMA Hall of Fame.

AEMA’s Hall of Fame Award is given to a person who has made a substantial contribution over a long period of time to the development of AEMA or the advancement of the emulsion industry.

Brooks has been involved with AEMA for over 20 years. As a distinguished past president and passionate pavement preservation advocate for the industry, he exemplifies what the hall of fame award was created for. Brooks has served on the Nation Center of Pavement Preservation advisory board and has been a part of the Michigan Department of Transportation arbitration committee for pavement preservation products.

Brooks worked tirelessly to provide agencies with the most cost effective and longest lasting pavement solutions available. Brooks has always been a proponent for AEMA while representing the organization with nothing but class. The asphalt emulsion industry in the Midwest would not look like it currently does today were it not for Brooks. He has been a mentor and leader to Asphalt Materials, hundreds of counties and states across the Midwest. As well as being a mentor, he has been a teacher of best practices of chip seals, cape seals, Micro, slurry and various styles of recycling.

Alabama DOT- Tuscaloosa Division, US 82 Project wins AEMA Past President’s Award

GLEN ELLYN, IL, March 22, 2023 – At the 50th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 27-March 3, 2023, the Alabama Department of Transportation, and Ergon Asphalt & Emulsions were awarded the 2023 AEMA Past President’s Award for Emulsion Excellence for their US 82 Project.

This award is presented in recognition of a specific project utilizing asphalt emulsions completed in the past calendar year and is awarded to the agency, contractor, and emulsion manufacturer of the winning entry.

The Alabama Department of Transportation (ALDOT) used rut fill, leveling and surface course with micro surfacing on US 82. This project marked ALDOT’s second time utilizing a micro surfacing emulsion as a rut fill solution. By utilizing a rut fill with micro surfacing followed by two additional lifts of micro surfacing as level and surface course ALDOT was able to save over $2.3 million over more traditional methods like a mill and fill.

The project started the week of June 27, 2022 and finished the week of August 8, 2022. Ruts were filled with a mixture of the CQS-1HP micro surfacing emulsion and Type III aggregate. Following the rut fill, micro surfacing was applied in two lifts. The first lift was applied to level the profile of the roadway, and the second would serve as a surface course for enhanced durability. A pilot car was used to direct traffic through the project to help with traffic control. The micro surfacing in each section was able to support traffic within one hour.

Antonio Nieves Honored with AEMA President’s Award

GLEN ELLYN, IL, March 22, 2023 – At the 50th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 27-March 3, 2023, in Litchfield Park, AZ, Antonio Nieves was awarded the 2023 AEMA President’s Award for his contribution to AEMA.

The plaque presented to Nieves read: “In recognition of his efforts to lead and support a working partnership between Pavement Preservation and Recycling Alliance and the Federal Highway Administration. And in appreciation of his leadership at the Federal Highway Administration to work with AEMA to promote programs that support pavement preservation for the betterment of the asphalt emulsion industry.”

Nieves was unable to attend the 50th Annual Meeting and will be recognized for his efforts during the summer of 2023.

Nieves graduated from the Polytechnic University of Puerto Rico in 1985, where he also served as a professor. He has more than 30 years of professional experience in several engineering areas including highway design, drainage design, concrete/asphalt pavements, construction, and technology transfer. Nieves has held many positions with the Federal Highway Administration (FHWA). He currently serves as the Maintenance Program Manager at the FHWA Office of Infrastructure.

Dan Koeninger, PE was elected President of AEMA. Koeninger is the Pavement Preservation Division Manager for Terry Asphalt Materials, Inc. AEMA elected new officers that include Vice President Matt Kennedy, McAsphalt Industries Limited, and Secretary/Treasurer Arlis Kadrmas, BASF Corp. Bob Huitt, Russell Standard, will serve as Past President.

Directors installed for 2023-2024 include Greg Arntson, Albina Asphalt; Stormy Brewster, Marathon Petroleum; Scott Dmytrow, Prism Worldwide; Xavier Guyot, COLAS; Cameron Porter, Asphalt Materials, Inc.; Aaron Walker, Ingevity; and Scott Watson, Paragon Technical Services. GLEN ELLYN, IL, March 9, 2022 – At the 49^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 22-25 in La Jolla, California, Jim Moulthrop, retired FP² Executive Director, was honored for his lengthy and considerable service to the asphalt emulsion industry and to AEMA and was inducted into the AEMA Hall of Fame.

AEMA’s Hall of Fame Award is given to a person who has made a substantial contribution over a long period of time to the development of AEMA or the advancement of the emulsion industry.

Moulthrop was a pioneer in the asphalt emulsions industry where he remained committed to developing, promoting and supporting initiatives that help preserve America’s infrastructure. Moulthrop was a long-time advocate of the importance of pavement preservation. During his time with AEMA, Moulthrop was instrumental in working with the FHWA to lay the groundwork for broad-based agency support of pavement preservation. He was also instrumental in clarifying federal law to ensure the availability of federal funds for chip seal, fog seal, micro surfacing, slurry seal, hot in-place recycling and cold in-place recycling research and technological advancements.

TxDOT Improves Safety on 1-10 by Using Micro Surfacing and Rejuvenating Fog Seal wins AEMA Past Pre

GLEN ELLYN, IL, March 9, 2022 – At the 49^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 22-25, 2022, the TxDOT-San Angela District, Junction Area, Ergon Asphalt & Emulsions, and Intermountain Slurry Seal were awarded the 2022 AEMA Past President’s Award for Emulsion Excellence for their TxDOT Improves Safety on I-10 by Using Micro Surfacing and Rejuvenating Fog Seal project.

The Texas Department of Transportation works to match surface characteristics to traffic conditions of a road when choosing the appropriate applications. I-10 is a high-speed road which the speed limit is posted as 80 MPH and an ADT of 11,000 with 40% being trucks. Surface friction is critical to improve driver safety and it was determined the best solution for I-10 would be a 10-year-old micro surfacing treatment to produce best results. TxDOT also chose to apply a rejuvenating fog seal to the shoulders as it adds a safety feature of preserving and extending the life of the highway shoulders.

The project started on August 3, 2020 and was completed on September 1, 2020. Micro surfacing was applied at 22 pounds per square yard along the 96-lane mile stretch with the treatment being applied in two-mile increments. Traffic was shifted to one lane during application. The rejuvenating fog seal emulsion was applied to the shoulders at 0.10 gallons per square year. Both treatments cured in less than an hour and traffic was returned to normal.

Herb Wissel Honored with AEMA Recognition of Achievement Award

GLEN ELLYN, IL, March 9, 2022 – At the 49^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 22-25 in La Jolla, California, Herb Wissel was awarded the 2022 AEMA Recognition of Achievement Award for his instrumental contributions to the promotion of pavement preservation and the asphalt emulsion industry.

This award is presented to an individual, active or retired, who has made a significant contribution to emulsion technology or the advancement of the emulsion industry.

Though Wissel never held an AEMA Board seat, Wissel was the asphalt emulsion research, testing, and formulation champion for over 40 years. Wissel was satisfied working the in background as an advocate to the emulsion industry and related asphalt industry to develop products that were safe and effective.

Wissel spent 43 plus years at Heritage Research Group where he was involved in the development of and assistance of various asphalt modifications and uses.

GLEN ELLYN, IL, March 9, 2022 – During the 49th Annual Meeting of the Asphalt Emulsions Manufacturers Association (AEMA), February 22-25, in La Jolla, California, AEMA elected its officers and Board of Directors for the 2022-2023 term.

Bob Huitt was elected President of AEMA. Huitt is the Senior Vice President of Asphalt Materials for Russell Standard. AEMA elected new officers that include Vice President Dan Koeninger, Terry Asphalt Materials, Inc, and Secretary/Treasurer Matt Kennedy, McAsphalt Industries Limited. Continuing as Past President is Mark Ishee, Ergon Asphalt & Emulsions, Inc.

Ralph Maddux Honored with AEMA Recognition of Achievement Award

GLEN ELLYN, IL, February 23, 2021 – At the 48^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held virtually, February 15-18, 2021, Ralph Maddux was awarded the 2021 AEMA Recognition of Achievement Award for his instrumental contributions to the promotion of pavement preservation and the asphalt emulsion industry.

This award is presented to an individual, active or retired, who has made a significant contribution to emulsion technology or the advancement of the emulsion industry.

Though Maddux never held an AEMA Board seat, he has been involved in various technical committees over the years. He was often relied upon by various southeast DOTs for his technical advice regarding emulsions and guidance on the development of specifications. Maddux loved asphalt emulsion and the chemistry involved, and often spent much of his time in the lab tweaking formulas and running various tests.

In June 2020, after more than 40 years in the industry, Maddux retired from Hudson Materials Company.

FDR with Engineered Emulsion on Indigo Road in Georgia wins AEMA Past President’s Award

GLEN ELLYN, IL, February 23, 2021 – At the 48^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), held virtually, February 15-18, 2021, the Effingham County Board of Commissioners, Ergon Asphalt & Emulsion, Inc, EOM Operations, Hudson Construction, and Ranger Construction Industries were awarded the 2021 AEMA Past President’s Award for Emulsion Excellence for the FDR (Full Depth Reclamation) with Engineered Emulsion on Indigo Road in Effingham, Georgia project. This award is presented in recognition of a specific project utilizing asphalt emulsions completed in the past calendar year and is awarded to the agency, contractor, and emulsion manufacturer of the winning entry.

Indigo Road in Effingham County is frequented by 18-ton trucks hauling material from a local sandpit which had caused major distress, including potholes and excessive dust that would turn into mud after storms or contact with ground water. Effingham County had attempted to strengthen the road and stop moisture on it by placing successive chip seals and/or asphalt overlays. Unfortunately, these efforts were not met with long-term success due to the excessive dust and mud preventing the adhesion of the treatments.

Due to the immediate attention needed to the road, the County moved forward with applying FDR with Engineered Emulsions. The FDR Contractor pulverized six inches of Indigo road and the pulverized material was then mixed in place with FDR engineered emulsion, reshaped, and compacted. As there was no other option, truck traffic was allowed back on the road immediately following the application. After a week, the FDR with Engineered Emulsions had cured and a prime coat was applied, which held up to the traffic and heavy rainfall. After a month, a chip seal was applied, and the final stage of the project was completed the second week of March 2020, with a 1.5 inch asphalt overlay.

Roadway Improvement Project of Logan County Highway 25 (557) wins AEMA Past President’s Award

GLEN ELLYN, IL, March 4, 2020 – At the 47^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 17-21, 2020 in San Antonio, Texas, the Logan County Highway Department, Asphalt Materials, Inc, Tri-State Asphalt, Dunn Company, and MicroSurfacing Contractors were awarded the 2020 AEMA Past President’s Award for Emulsion Excellence for the Roadway Improvement Project of Logan County, Illinois Highway 25 (557). This award is presented in recognition of a specific project utilizing asphalt emulsions completed in the past calendar year and is awarded to the agency, the contractor, and the emulsion manufacturer of the winning entry.

Logan County Highway 25 was in dire need of rehabilitation as the road was narrow and needed to be widened for safety. The Logan County Highway Department knew a traditional fix was not affordable and they selected emulsion treatments with a staged construction concept which is critical for agencies with limited budgets to spread the total cost of a project over multiple years.

In 2019, full depth reclamation, on approximately 4.2 miles of County Highway 25, was performed at nine inches, material was spread to a 26 foot base, and stabilized with engineered emulsion. The surface was applied with a cape seal. The rehabilitation of this road enhances the safety of the roadway and provides sufficient structure to withstand heavy farming equipment weights and commuter traffic.

Neil I. Guiles, Vestal Asphalt, Inducted into AEMA Hall of Fame

GLEN ELLYN, IL, March 5, 2019 – At the 46^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 18-21, 2019 in Cancun, Mexico, AEMA Past President Neil I. Guiles was honored for his lengthy and considerable service to the asphalt emulsion industry and to AEMA when he was inducted into the AEMA Hall of Fame.

AEMA’s Hall of Fame Award is given to a person who has made a substantial contribution over a long period of time to the development of AEMA or the advancement of the emulsion industry.

Guiles, President of Vestal Asphalt, Inc., has been a significant contributor to our association for more than 30 years, serving as President of AEMA in 1997 as well as President of ISSA in 2000. His involvement in manufacturing and applying liquid asphalt emulsion dates back to the 1970’s when he founded his first company, Neil I. Guiles Excavating & Paving. In 1983, he incorporated as Vestal Asphalt, Inc.

Some of Guiles’ notable contributions to and achievements in the industry include:
1991 – The development, trademark & international licensing of POLYMAC Microsurfacing Systems &Technology
1993 – Submitted a white paper on The Effect of Variables on Schulze-Breuer and Ruck Procedure
2000 – Became the first private lab in NY to be recognized with the AASHTO Accreditation for highway material testing

In addition, Mr. Guiles has served multiple times as a board member and past president of both the Liquid Asphalt Distributors Association of New York (LADA of NY) and the Pennsylvania Association of Asphalt Materials Applicators (PAAMA).

His son Justin, CEO of Vestal Asphalt, Inc., nominated him for the Hall of Fame and spoke to Neil's contributions during the recognition dinner.

GLEN ELLYN, IL, March 5, 2019 – At the 46^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 18-21, 2019 in Cancun, Mexico, J. Michael Hemsley was awarded the 2019 AEMA Recognition of Achievement Award for his considerable contribution to AEMA and the asphalt emulsion industry including eight years as chair of the AEMA International Technical Committee.

This award is presented to an individual, active or retired, who has made a significant contribution to emulsion technology or the advancement of the emulsion industry.

Hemsley has participated in dozens of technical committees in his more than 25 years of service to the industry. Having participated on AEMA’s International Technical Committee for the past 20 years, he served as its chair since 2011 before deciding to turn over the reins to Vice Chair Joe Brandenburg following the 2019 Annual Meeting.

Hemsley has worked continuously through his career to improve asphalt emulsion binders and mixtures through innovative design methods, process control, laboratory analysis and formulation chemistry. He has given much of his time and effort towards improving the quality of the treatments and materials that each of our members are engaged in producing.

Hemsley has a B.S. in Chemical Engineering from Mississippi State University and has been employed with Paragon Technical Services, Inc. since June 1995.

Rankin County Road Department Pavement Preservation Program Honored with 2019 Past President’s Award

GLEN ELLYN, IL, March 5, 2019 – At the 46^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 18-21, 2019 in Cancun, Mexico, the Rankin County, MS, Road Department; TL Wallace Construction; and Ergon Asphalt & Emulsions, Inc. were awarded the 2019 AEMA Past President’s Award for Emulsion Excellence for the Rankin County 2018 Pavement Preservation Program. This award is presented in recognition of a specific project utilizing asphalt emulsions completed in the past calendar year and is awarded to the agency, the contractor, and the emulsion manufacturer of the winning entry.

Rankin County Road Department, within just a two-year period, went from using hot mix and some chip seal to using almost every tool in the pavement preservation toolbox, greatly enhancing their ability to keep their good roads good. They have also served a resource to other Mississippi counties, enabling even more roads to be properly maintained.

In 2018, they treated 100 miles including 55 miles of stand-alone chip seal, 31 miles of stand-alone micro surfacing, 6 miles of cape seal combining rejuvenating scrub seal and micro surfacing, 6 miles of cape seal combining chip seal and micro surfacing, and 2 miles of cape seal combining rejuvenating scrub seal and highly modified micro surfacing.

This year’s award-winning project was a double winner at the 2019 Pavement Preservation & Recyclin Alliance (PPRA) Annual Meeting, also receiving the International Slurry Surfacing Association’s Excellence in Pavement Preservation Award.

Dr. Andrew F. Braham Honored with AEMA President’s Award

GLEN ELLYN, IL, March 5, 2019 – At the 46^th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 18-21, 2019 in Cancun, Mexico, Dr. Andrew F. Braham was awarded the 2019 AEMA President’s Award for his contribution to AEMA, including his work to develop three certificate courses and his leadership of the AEMA Young Members Committee.

AEMA President Mark Ishee noted that Braham was exceptional in that he not only came up with ideas, but he also took the ideas from conceptualization to reality, and provided leadership and guidance.

The plaque presented to Braham read: “In recognition of his visionary efforts to foster, lead, support, sustain and promote educational products and processes for the betterment of the asphalt emulsion industry at large, and in appreciation of his ongoing work within AEMA related to the conceptualization and execution of programs which increase the value of association membership and provide significant enhancements to the development of future leadership.”

Braham is an Associate Professor of Civil Engineering in the College of Engineering at the University of Arkansas, where he has been since 2011, following nearly two years as a Postdoctoral Research Fellow at Southeast University in Nanjing, China. His research interests include asphalt emulsion, pavement maintenance and rehabilitation, and sustainability. He received his Ph.D. in Civil Engineering fom the University of Illinois at Urbana-Champaign, following several years as a Field and Research Engineer for Koch Materials Company. He earned his M.S. and B.S. in Civil Engineering from the University of Wisconsin-Madison.
