| At the 47th Annual Meeting of the Asphalt Emulsion Manufacturers Association (AEMA), February 17-21, 2020 in San Antonio, Texas, the Logan County Highway Department, Asphalt Materials, Inc, Tri-State Asphalt, Dunn Company, and MicroSurfacing Contractors were awarded the 2020 AEMA Past President’s Award for Emulsion Excellence for the Roadway Improvement Project of Logan County, Illinois Highway 25 (557). This award is presented in recognition of a specific project utilizing asphalt emulsions completed in the past calendar year and is awarded to the agency, the contractor, and the emulsion manufacturer of the winning entry.
Logan County Highway 25 was in dire need of rehabilitation as the road was narrow and needed to be widened for safety. The Logan County Highway Department knew a traditional fix was not affordable and they selected emulsion treatments with a staged construction concept which is critical for agencies with limited budgets to spread the total cost of a project over multiple years.
In 2019, full depth reclamation, on approximately 4.2 miles of County Highway 25, was performed at nine inches, material was spread to a 26 foot base, and stabilized with engineered emulsion. The surface was applied with a cape seal. The rehabilitation of this road enhances the safety of the roadway and provides sufficient structure to withstand heavy farming equipment weights and commuter traffic.
